BROOKS & MOELLER, S.C., was started in 1983 as a sole proprietorship by Attorney Victor Dana Brooks, who arrived in Door County with his wife and baby in 1983. Mr. Brooks was previously a litigator in Milwaukee who began his career in the public defender division of the Milwaukee Legal Aid Society in 1972. Having gained valuable trial experience in a wide range of criminal cases, Mr. Brooks joined other lawyers in forming a general practice firm in Milwaukee, where he litigated civil, real estate and family cases.

In the mid-80s, Mr. Brooks and Tom Reynolds formed Reynolds & Brooks, a general practice firm in Sturgeon Bay. In 1990, Mr. Reynolds retired to become a stockbroker. Mr. Brooks continued to practice with their associate, Nina Martel (who has since opened her own office as sole practitioner) and hired another Milwaukee attorney, Jennifer Moeller, in 1999. She became a shareholder in the firm in 2001. Mr. Brooks and Ms. Moeller hired Madison attorney, Charles Wingrove, in 2003 (who has since opened his own office as sole practitioner in Sheboygan) . Steve Kase, Baylake Bank's legal counsel for 23 years, joined the firm in 2007.
